The Research Center of Economic Legal System of Anhui University was founded on the basis of The Legal Research Institute of Anhui University established in 1993 and The Economic Law Research Center of Anhui University established in April 2002. In September 2002, The Research Center of Economic Legal System, as an academic institute to do professional research on economic legal system and as a key research basis to declare Humanities and Social Sciences of the Higher Education Institutions Anhui Province, was formally founded by merging these two professional research institutes and was formally authorized in October 2003. The first director of the Center was Dr. Wang Yuankuo and its present-day director is Dr. Wang Xianling. An academic committee, mainly made up of experts outside Anhui University, was established by the Center, with Prof Wang Yuankuo heading the committee.
The main strength of The Research Center of Economic Legal System of Anhui University is the provincial-level key subject of Anhui Province — economic law subject of Anhui University and economic law, civil-commercial law, constitutional and administrative law, international law, and other relevant authorized master degree subjects of Anhui University. The Center now has ten full-time researchers and the Center has also invited nine experts from other higher education institutions both inside and outside Anhui Province, from some research institutions and from some practical departments as part-time researchers. All of the ten full-time researchers are around forty years old and all have obtained their full professorship. Among them, there is one has been retained as the first lecture professors of “the Yangtze Scholar Project”of Anhui Province; there are six who have got their PhD degrees from the renowned higher education institutions in China; there five who have been selected as the reserve candidates for taking the lead of science and technology of Anhui Province. The rest all belong to the training objects for taking the lead of the subjects of Anhui Province, the key young teachers of higher education institutions of Anhui Province and the key academic teachers of the middle-aged and the young of Anhui University. There is one who has been honored as “the national excellent teacher”and one who been honored the nomination “Prize of the Outstanding Law Experts of the Young and the Middle-aged”. Still among them, there is one teacher, who is the member of the WTO Trade and Competition Policy Experts Consultative Committee of the Ministry of Commerce; there is one teacher, who is the member of the Anti-monopoly Law Experts Consultative Censors Committee of the Legal Office of State Department; there is one teacher, who is retained as expert of “Higher Education Law” modification working group by the Ministry of Education; there are two teachers, who are the Municipal and Provincial committeemen of the Standing Committee of People’s Congress; there are quite a few teachers, who are the counselors, the law-making consultants, the law-executing supervisors, the experts consultative censors, etc, of the People’s Congress, of the governments, of the courts, of the procuratorates and relevant associations of the provincial and municipal governments. They have participated in doing researches, consultative demonstrations and entrusting drafting work of a set of important legislations.
Ever since its establishment, together with the construction and declaration of the key provincial subjects and relevant master degree and doctor degree, the Research Center of Economic Legal System of Anhui University has made a thorough study on the theoretical and practical issues concerning Chinese economic law. The Center, taking three advantageous and characteristic fields of macroscopical regulating legal system, the market restricting legal system and foreign economic law system as its keystone, has made its due work and thus achieved initial results in the declaration and fulfillment of the scientific and research projects, in the production and prize-winning of the results, in academic exchanges, in consultative services, in the base management and in the construction of the basic establishment, etc. Among them, as far as the scientific and research programs are concerned, the Center has obtained many research projects like: state social sciences fund research project, state natural sciences fund research project, humanities and social sciences research project of Ministry of Education, law construction and research project of Ministry of Judiciary, social sciences fund research project of Anhui Province; and the Center has been entrusted to do research of special countermeasure projects by Ministry of Science, Legislative Affair Office of the State Council, Ministry of Finance, Chinese Administration for Industry and Commerce institute, etc. In April 2005, The Study on the Foreland Issues of Economic Law project, declared by the personnel as the main part, was authorized as one of the first academic innovative team projects by Anhui University (It ranks as the first class in liberal art with 300,000 yuan as its funds.). The abstract of the result of national social science planning project entitled The Study on Chinese Anti-monopoly Legislation fulfilled by the Center, has been edited in Essential Report of the Task Achievements which is provided specially for the Central Committee leaders’ reading and reference; has been published in the website of National Planning Office of Social Science; has been specially introduced in such media like Economic Information Daily, etc; and has been edited in Selection of the Results of National Social Science Fund Projects (Vol. 1) (published by China Renming University Press in Dec. 2004).
In the light of the requirement of the Education Bureau of Anhui Province, the Research Center of Economic Legal System of Anhui University will build up a set of strict and efficient interior management system; develop a knowledge innovative mechanism and self-development ability. The Center will also set up a favorable working mechanism of organization opening, personnel circulating, interior and exterior uniting, competition innovation and self-development. The Center will try her best to make herself the academic research center in the field of economic legal system of Anhui University, the base of training high-level personnel, the base of academic exchange and of books and information, and also the base of research and consultative service so as to obtain herself a national influence and renown.? |
